Carole Hurley is currently the Director of the Appeals Division of the Texas Health and Human Services Commission.  Until recently she served as an Administrative Law Judge for the Appeals Division.  Prior to joining HHSC she was an attorney in private practice representing children in foster care across Central Texas who had special, complex, behavioral and medical issues.  She is a frequent public speaker on children’s issues. She is Chair of the State Bar Committee on Child Abuse and Neglect, Chair of the Travis County Child Protective Services Board, and is a member of the Texas Fetal Alcohol Spectrum Disorders (FASD) Prevention Task Force.  Previously she worked for the Department of Family and Protective Services as Director of both the Texas Children's Justice Act Project, and the Texas Court Improvement Project.  Ms. Hurley is the proud parent of two adopted daughters who were previously in foster care.
